"I am writing on behalf of David Cameron to thank you for your e-mail regarding immigration.
Many people are concerned about the numbers of people wishing to come to live in Britain and for politicians to ignore this would be a betrayal. We must ask why so many see this as the biggest problem facing Britain today and how we can start defusing the tensions.
As David explained in his speech on population growth, we do need to bring down the level of net immigration to a more sustainable level in order to build a stronger society. We need to recognise beneficial immigration, both in terms of the economic effects and the wider social and environmental effects, and ensure that it is properly controlled.
We must begin by developing a coherent population strategy. The first stage will be to ensure that those who are made eligible for admission will benefit the economy and that our population grows at a rate that is sustainable. The second stage will be to ensure that we are prepared for this level of growth. We need to consider whether our public services and infrastructure are able to cope with new arrivals at both national and local levels, the environmental impact of a rapidly rising population, and the potential effects on community cohesion.
As David made clear in his speech, we need an annual limit on non-EU economic migration, enforced by a new Border Police Force, transitional controls for new EU entrants, and changes to the rules on marriages across national boundaries. And we also need a programme of radical welfare reform, to help people move from a life on benefits to a life in work, reducing the demand for migrant labour.
In November 2006 we produced the paper, "Controlling Economic
Migration", outlining our thoughts on the best way to manage economic migration into Britain. Over the coming months, we will be publishing policy papers showing how a Conservative government will take action to deal with each aspect of Britain's demographic challenge. I have attached an article from the Daily Telegraph by Shadow Home Secretary David Davis which explains our approach in greater detail.

Jak widac, glownym punktem odnoszacym sie do nas jest: "transitional controls for new EU entrants". Tyle tylko, czy "new" oznacza tych co weszli ostatnio (Bulgaria, Rumunia)? Moze wczesniejsze rozszerzenie (wlacznie z nami). Czy tez moze tych co dopiero wejda?
No i wlasciwie co mamy rozumiec przez slowo "transitional" (przejsciowy)? Przeciez Polacy juz maja okres przejsciowy bo wszyscy co chca pracowac legalnie (na zatrudnieniu) musza to zglosic do Home Office.
