OVERALL migration to Britain rocketed by more than 20 PER CENT last year to 239,000 - the second highest figure on record.
The dramatic rise is a devastating blow to David Cameron's pledge to cut it to "tens of thousands".
It is also a searing indictment of Labour's disastrous immigration policies.
Around 575,000 people flocked to Britain last year, while the numbers leaving fell to just 336,000.
That meant net migration - the number arriving in the UK, minus those departing - hit 239,000, up from 198,000 in 2009.
The impact of relentless immigration under Labour was laid bare in new figures from the Office for National Statistics and Home Office.
They revealed 25.1 per cent of new-born babies last year had mothers born overseas.
It is the first time in history the figure - which was just 15 per cent in 2000 - has risen above 25 per cent.
In some areas the figure is higher - three out of four babies in Newham, East London, have a foreign-born mum.
A staggering 241,000 foreigners were granted permission to settle in the UK last year - the highest number ever.
And 195,000 were given British citizenship, more than double the figure a decade ago.
Officials dished out 705,000 National Insurance numbers to foreigners last year, up 23 per cent in one year.
Around 80 per cent of net migration is from outside the EU.
But the figures reveal net migration from Eastern Europe has soared.
Arrivals rose from 52,000 to 71,000, while the number leaving dropped 47,000 to 31,000,
The number of Poles in Britain has rocketed from 75,000 in 2003 to 532,000 in 2010.
Only 11,388 failed asylum seekers or illegal immigrants were kicked out between April and June, the lowest quarterly figure since records began.
There were 4,800 asylum applications from April to June, up nine per cent on the same period in 2010.
Migrationwatch chairman Sir Andrew Green said: "These figures lay bare the legacy of the Labour government. The coalition Government will have to face down some vested interests to get anywhere near their target."
Shadow Home Office minister Shabana Mahmood said: "The Prime Minister said 'no ifs, no buts' on immigration, but 'ifs and buts' sum up the Government's policies."
Immigration Minister Damian Green said a cap on migrant workers and tough rules on foreign students and settlement would cut numbers.
He said: "This explains why the Government radically changed immigration policy, from our first months in office, with a limit on economic migration and changes to student visas to ensure we attract the brightest and best whilst tackling abuse of the system."
